Erasmus Mundus scholarships on human rights and special/inclusive education at European universities

Dear Sir or Madame,

Large scholarships are available to study in Europe with prestigious Erasmus Mundus programmes in Special/Inclusive Education and Human Rights.

Erasmus Mundus Special Education Needs offers 24,200 Euros scholarships (1 year) for study towards an MA at Roehampton University (London, UK), Fontys OSO (Tilburg, The Netherlands) and Charles University (Prague, Czech Republic).

Erasmus Mundus Human Rights Practice offers 42,000 Euros scholarships (2 years) for study towards an MA at Roehampton University (London, UK), Gothenburg University (Gothenburg, Sweden) and Tromso University (Tromso, Norway).

Both programmes are also looking for visiting scholars who have gained experience in research in the appropriate fields. They would receive 13,000 Euros for a 3 month stay in at least two of the partner countries.

The deadline for all applications is 14 December 2008 for entry in August 2009.

Разве россиян волнует ситуация на Южном Кавказе?

Удивлён! Боже мой!!!! Признаться, я и представить не мог, что у нас в России людей так волнует ситуация на Южном Кавказе. Более того! Они представляют оное происшествие как трагедию!

Я, наверное, покажусь вам через чур циничным (но что есть цинизм - голая, неретушированная правда), но вспомним слова нашего великого (конечно, некоторые будут до потери пульса спорить со мной) соотечественника (кстати, грузина по национальности, человека, политика которого и зародила данный конфликт) Иосифа Виссарионовича Сталина: «Смерть одного человека – это трагедия. А смерть миллионов – это статистика». Можете призирать меня, однако, вдумайтесь в эти слова.

Вдумайтесь. Как точно! И эти тысячи (а осетин погибло там явно около 3 тысяч, а то и ещё больше)! Не верите? Спросите у людей, простых своих сограждан, кто волею судьбы оказался в Цхинвали 8 августа. Ой! Убеждаю вас, мои дорогие, они много вам чего интересного расскажут: и про нашу доблестную и непобедимую армию и про зверства грузин. Ну да ладно - пусть даже некоторые наивности верят нашим «честным» СМИ, которые трындычат всего о 2 тысячах погибших осетин и о 64 российских войнах. Пусть. Сути дела это не меняет, для вас, уважаемые, это лишь СТАТИСТИКА!!!! В противном случае в Россию необходимо было б тогда завозить цистернами валерьянку и карвалол.

Р.S. Парой диву даёшься, когда видишь, насколько широка душа русского человека, насколько он человечен, добр и миролюбив, насколько он всё принимает близко к сердцу. Как мы полюбим осетин! Как мы любим выходцев с Кавказа! Сейчас заплачу от трогательности! Так любим, так обожаем… особенно арматурой по спине, когда бритоголовые выродки организуют облавы на людей, приехавших из ближнего зарубежья, выполнять работу, которую эта шваль «высокого происхождения», считает для себя унизительной (дабы хоть как-то заработать, хоть какие-нибудь гроши, но прокормить семью). Удивительно! Не правда ли? У нас принято в загулы уходить, когда эти ублюдки избивают, издеваются над детьми, имеющими смуглый цвет кожи. Нет! Нет, мой читатель, бесспорно, Вы беленький и пушистый. У вас и в голове никогда подобного не возникало. Это всё Ванька и Манька из соседнего подъезда. А вы нет.

Удивительно насколько душевный, добрый у нас человек…

Народ, да публикация вообще не о том, что вы тут обсуждаете. Парень говорит о том, что в у нас в стране люди со смуглой кожей - не люди, и не надо стыдливо отворачиваться. Вспомните, как их называют? Вспомните, как относятся к тем, кто торгует на рынке или арбузами на развалах? Посмотрите, кого хватают на улице менты? У нас в России - свой геноцид людей - выходцев из Кавказа. Рестораны грузинские - хорошо и молодцы, а вот когда армяне или грузины покупают квартиры рядом с вами - так они уже и черножопые? Кстати, к последнему термину отношусь крайне неприязненно, как и к людям, которые их употребляют.

ТИПА, ЛЕС РУБЯТ, МИЛЛИОНЫ ЩЕПОК ЛЕТЯТ?
Для защиты 100 осетин (жители другой страны) ввели войска на чужую территорию, уничтожили около тысячи чужих граждан, положили около 200 своих. Уложили несколько миллиардов долларов (несколько хороших современных больниц) для чего? При этом бритоголовые пацаны убивают на улице всех, у кого не славянская внешность. И это не сильно заботит наших топ-менеджеров ЗАО "Россия"?

Можно вспомнить Плутарха, Гомера, народные сказки. Кстати, о сказках - пару лет назад мне попалась на глаза книжка 'Сказки' Пушкина, изданная в 1999 году. Совершенно случайно, наугад, я раскрыл ее на странице 87, на зачитанной в детстве до дыр 'Сказке о Мертвой Царевне и о Семи Богатырях' и буквально остолбенев прочитал следующие строки:
'Перед утренней зарею
Братья дружною толпою
Выезжают погулять,
Серых уток пострелять,
Руку правую потешить,
Сорочина в поле спешить,
Иль башку с широких плеч
У татарина отсечь,
Или вытравить из леса
Пятигорского черкеса'.
'Серых уток пострелять' - это я хорошо помню с детства, а вот, что шло дальше я не помнил. Во времена моей пионерской юности я и представить себе не мог, чтобы взрослые люди, добрые молодцы 'тешили' себя тем, что рубили нацменьшинствам головы и такие забавы для них стояли в одном ряду с охотой на 'серых уток'. Оттого я тогда на эти строки и внимания не обращал. Пушкина при всех его арапских корнях и восторженных сборниках стихотворений о Кавказе невозможно заподозрить в нелюбви к татарам, черкесам или арабам (сорочина - это сарацин, арабский всадник), просто одной этой строчкой поэт без всякой задней мысли обнажил целый скрытый пласт геополитики Древней Руси.

Peace is one of the basic needs and ideals of human beings and among the great aims of the prophets and other right-minded people. Without peace, the achievements of human civilization will be exposed to damage and eradication, and sustainable human development with human rights will be out of reach. Peace is a situation in which individuals, groups and nations, keeping their dignity, live with justice, security, flourishing, tolerance, cooperation, and self-determination.

A huge amount of the activity of international institutions is done to reach this valuable ideal; It may be said that access to a peaceful situation is the final aim of international human rights law. Religions, as well, regard as their ideal the establishment of peace with justice and human dignity in the world and in the souls of human beings. However, the world is still suffering from war, terror, insecurity, poverty, and injustice; religions and human rights are being misused to damage and even eradicate peace.

Taking these facts into consideration, the Center for Human Rights Studies of Mofid University intends to hold its fifth biennial international conference on human rights under the title of “Peace, Human Rights and Religion” to provide an academic ground for scholars and researchers from all over the world to share freely their ideas, experience and knowledge in this regard. Interested persons are cordially invited to submit their papers on one of the following sub-topics.

1. Interrelationship between Human Rights and Peace.
2. Religions and Peace.
3. Peace, Justice and Democracy
4. Peace and the Role of NGOs and Religious Institutions
5. Peace, Women and Children
6. Peace and the Threats to it

• Papers must be exclusively prepared for this conference, not having been submitted for any other conferences or previously published.
• Authors are requested to e-mail a 500-word abstract (in English, Persian or Arabic) to the Center by 30 September 2008.
• Abstracts must be submitted in Microsoft Word format including the title, author's name, postal and e-mail addresses as well as telephone and/or fax numbers. They must also contain the schematic proposal of the final paper together with the main assumptions and conclusions.
• Abstracts will be reviewed by the Board of Referees of the Conference and then the authors of the accepted abstracts will be requested to e-mail their papers for final review. Therefore, the acceptance of an abstract does not imply the acceptance of the paper.
• Papers must be e-mailed to the Center by 31 December 2008.
• Authors of accepted papers will be hosted by Mofid University during the days of the Conference (airfare not included). Others need to pay registration fee and to cover the expenses of accommodation, food and transportation.

The Conference will be held at Mofid University (Qom – Iran) on 13-14 May 2009.

Please find below a call for applications for participants in the training course Conflict Resolution and Human Rights Education for Enhancing Intercultural Dialogue with Young People. This is a Euro-Mediterranean training course for multipliers active in human rights education and conflict resolution in the Euro-Mediterranean cooperation context. It will be held from 19 to 26 October 2008 at the European Youth Centre Budapest.

The course is organised in the framework of the Partnership on Youth between the Council of Europe and the European Commission and in co-operation with the Anna Lindh Euro-Med Foundation for the Dialogue between Cultures. The working languages of the training course will be English and French.

The application form for applying for the training course should be filled in on-line, available at http://coe.opencontent.it . Conflict Resolution and Human Rights Education for Enhancing Intercultural Dialogue with Young People
A Euro-Mediterranean Training Course for multipliers active in human rights education and conflict resolution in the Euro-Mediterranean cooperation context

Background and framework of the project

Human rights education (HRE) – understood as educational programmes and activities that focus on promoting equality in human dignity – is of incalculable value in the shaping of a sense of global citizenship meaningful to all young people irrespective of origin, nationality, culture or religion. In youth work, all those involved in non-formal education should also consider the evolution, practice and challenges of human rights, with regard to their universality, indivisibility and inalienability, and what they mean concretely to the young people of today. This applies equally to the school and similar formal education systems: human rights education should shape and be mainstreamed in school and out-of-school activities. Understood as learning about, for and through human rights, it is clear that HRE is not so much about cognitive dimensions of human rights as it is about shaping attitudes and developing skills that allow the learner to act for human rights and to interact with others accordingly. In line with the Human Rights education component, the Anna Lindh Foundation has dedicated research and resources in order to consider possibilities for handling and solving conflicts through cultural cooperation. For this purpose, the Foundation has developed exercises and training schemes that it expects to spread among key actors and intermediaries of the Euro-Mediterranean area, those in contact with youth in particular, in order to provide easy-to-use and easy-to-reproduce tools to all of those through whom change will occur.

The richness of European and Mediterranean societies lies in cultural diversity expressed also by the number of religious, ethnic and cultural groups and communities present across the region. Cultural and ethnic diversity have in fact been a characteristic of European and Mediterranean societies for many centuries, even if sometimes events seem to give the impression of the opposite. In this context, the role of intercultural dialogue appears as an essential approach to counter and overcome mutual prejudices and the self-fulfilling prophecy of the "war of civilisations", with its purpose of "learning to live together peacefully and constructively in a multicultural world and developing a sense of community and belonging"; it is clear that it can only work if it involves everyone, young people included.

The Euro-Mediterranean co-operation between the European Union and the Mediterranean countries formalised through the Barcelona declaration stresses that "youth exchanges should be the means to prepare future generations for a closer cooperation between the Euro-Mediterranean partners". The Euro-Med Youth programme was proposed as a "permanent dialogue between young people from the 27 Euro-Mediterranean partners, to foster mutual understanding among young people (…) and to contribute to the process of democratisation of the civil society." Obviously, this can not be pursued without a strong emphasis on human rights and intercultural learning. It can also not be pursued without an involvement of young people themselves.

Recognising the potential of human rights education, the Partnership on youth between the European Commission and the Council of Europe has, among others, a specific objective of promoting European citizenship, human rights education and intercultural dialogue. Activities carried out so far in the framework of the Partnership confirm the opportunity and the need to deepen practices of human rights education as an educational approach valid and relevant to all the partners in Euro-Med projects. The publication of COMPASS by the Council of Europe in over twenty languages, including Arabic, provides the opportunity to enlarge the circle and scope of human rights education while allowing reaching new target groups and organisations. This is complemented, within the Council of Europe by other activities in the field of youth policy cooperation and of intercultural dialogue, including an intercultural Arabic language training course. The Anna Lindh Euro-Mediterranean Foundation for the Dialogue between Cultures ( www.euromedalex.org ; www.1001actions.org) is the first common institution jointly established and financed by all 37 members of the Euro-Mediterranean Partnership. This far reaching partnership between the European Union and their partners in the Southern Mediterranean region was launched at the Barcelona Conference in 1995. The declaration adopted at Barcelona strongly promotes regional cooperation in the economic, social and cultural fields. Created in 2004, the Anna Lindh Euro-Mediterranean Foundation for the Dialogue between Cultures aims to bring people and organizations from both shores of the Mediterranean closer to each other. The main target group of the Anna Lindh Foundation is youth and its main objectives are to promote a dynamic concept of dialogue between cultures through co-operation between civil society partners in education, culture, science and communication.

In the frame of this project, the Anna Lindh Foundation will distribute the results of previously organised trainings in a short handbook constituted by a theoretical and historical background followed by practical exercises in English, French and Arabic and aimed at facilitating initiatives for developing and multiplying good practices in the field of conflict resolution through cultural cooperation. Both the Anna Lindh Foundation and the Youth Partnership acknowledge that programmes and projects on human rights education and intercultural dialogue with young people can only be sustainable if the trainers and educators active at national level, in the formal and the nonformal education structures will feel able to translate them in their work with other young people. And, in what relates to intercultural dialogue as an aim, training activities have to be intercultural in nature in as much as they also have to be based on human rights. Furthermore, competences for addressing and dealing with conflict situations are essential in order to build a culture of peace, respect and dialogue. With this in mind, the Anna Lindh Foundation is publishing a handbook for trainers on Conflict Resolution through Cultural Cooperation while the Partnership on Youth is also producing a T-Kit on Conflict Transformation.

Europe and the Mediterranean

The course is open to participants from Europe and the Mediterranean countries part of the Euro-Med Partnership.

This course is the concrete output of a continuous cooperation between the Council of Europe/Partnership and the Anna Lindh Foundation in the field of youth and human rights education. The course offers a reflection on the experiences accumulated in the Youth Partnership, especially the programme of regional training courses for trainers in HRE using Compass in Arabic, and the other HRE and intercultural dialogue activities of the Council of Europe youth sector and the Anna Lindh Foundation.

Aims of the training course

The course aims at supporting and to promoting the development of human rights education and intercultural dialogue with young people in the broader Euro-Mediterranean co-operation framework.

Objectives of the course

  • To explore the situation and conditions for human rights education in the broader Euro-Mediterranean framework with a specific focus on current themes such as the migrations on a regional scale, the situations of potential or real conflicts and the issues related to the Euro-Mediterranean area.

  • To promote intercultural dialogue and tolerance as pre-conditions to settlement of conflicts and for the development of a ‘culture of peace'

  • To motivate participants to act as multipliers in human rights education and conflict settlement projects.;

  • To develop participants competences (knowledge, skills, attitudes, values) in working with and training about human rights education, intercultural dialogue and conflict resolution through cultural cooperation;

  • To provide a deeper knowledge of the institutions involved and the cooperation opportunities offered by their programmes;

  • To experience educational tools for human rights education and intercultural dialogue;

  • To support participants in developing and planning follow-up multiplying activities.



Expected outcomes and profile of the participants

The framework and duration of the course invite for a "hybrid" course, intermediate between "absolute beginners" and experienced trainers. The participants are expected to have basic insights in training and non-formal education to which we'll provide additional competences in human rights education and intercultural dialogue..

From the participants' perspective, five main outcomes are expected:

  • Accrued competences in human rights education, intercultural dialogue, and in issues and techniques related to the notion of conflict;

  • Contacts with potential partners and colleagues in other countries;

  • Acquaintance with the programmes of the promoting institutions;

  • Increased motivation and support for their regular work with HRE and ICD.

  • A follow-up and reproduction of acquired experience through multiplying activities and diffusion effort among local communities, national networks and professional contacts of the participants.


Profile of participants

All participants must be:

  • Youth workers, youth leaders, teachers or occasional trainers, involved with intercultural dialogue and/or human rights education (on a regular or occasional basis); or show experience or innovative techniques in the field of settlement of conflicts through cultural means.

  • Interested in the broader framework of Euro-Mediterranean cooperation;

  • Motivated to learn and further develop their competences in human rights education and/or intercultural dialogue;

  • Committed to follow-up the training course with multiplying activities (youth projects, training activities, etc.);

  • Supported by an institution or organisation in the framework of which they will develop their follow-up activities;

  • Committed to diffuse the results of the training among their own networks, in particular among their national networks and the heads of these networks in the case of participants belonging to the Anna Lindh network.

  • Able to work in English or French and to attend the full duration of the course. Working languages


The course will be held in English and French with simultaneous interpretation.

Application and selection procedure

All those interested in applying to take part in the course must do so by filling in the application on-line, available at http://coe.opencontent.it according to the instructions provided on the site. They must be nominated by an organization that is member of the Anna Lindh Euro-Mediterranean Foundation for the Dialogue between Cultures or by another youth organisation actively interested in Euro-Mediterranean intercultural dialogue. Applications are welcome from the 48 states signatory of the European Cultural Convention and from the 10 "MEDA" countries signatories of the Barcelona Declaration (Morocco, Algeria, Tunisia, Egypt, Jordan, Israel, Palestinian Authority; Lebanon, Syria and Turkey).

There will be 34 participants selected. During the selection, the committee will seek a balance of sexes, as well as of participants from European and "Mediterranean" countries. The support letter of the sending organisation/institution should be uploaded on the above mentioned link, or sent by fax (+ 36 1 212 40 76).

Financial and practical conditions of participation

Travel expenses

Travel expenses and visa fees are reimbursed (on presentation of the relevant receipts) according to the rules of the Council of Europe and the Anna Lindh Foundation. Only the participants who attend the entire training course can be reimbursed. The payment will be made either by bank transfer after the course, or at the end of the course in cash (in Euros).

Accommodation

Board and lodging will be provided and paid for by the Council of Europe and the Anna Lindh Foundation at the European Youth Centre Budapest.

Origine et cadre du projet

L'éducation aux droits de l'homme (EDH), conçue comme un ensemble de programmes et d'activités pédagogiques visant à promouvoir l'égale dignité des êtres humains, constitue un outil irremplaçable pour façonner une citoyenneté du monde partagée par tous les jeunes quelle que soit leur origine, leur nationalité, leur culture ou leur religion. Au regard de l'universalité, de l'indivisibilité, de l'inaliénabilité, mais aussi de la signification des droits de l'homme pour les jeunes d'aujourd'hui, les praticiens de l'éducation non formelle s'inscrivant dans le cadre des activités de jeunesse devraient tenir compte de l'évolution de la pratique en matière de sensibilisation et d'éducation aux droits de l'homme. Cela est tout aussi valable pour l'école et les systèmes éducatifs formels : l'éducation aux droits de l'homme devrait façonner les activités scolaires et extra-scolaires et en faire partie intégrante. L'EDH, ou l'apprentissage des droits de l'homme pour et à travers les droits de l'homme, est un apprentissage de la dimension cognitive des droits de l'homme, mais consiste avant tout à façonner des comportements et à développer des compétences qui permettent à l'apprenant d'agir en faveur des droits de l'homme et d'interagir avec les autres dans ce sens.

Dans le droit fil de l'éducation aux droits de l'homme, la Fondation Anna Lindh a dédié recherches et ressources en vue de considérer les possibilités de résolution de conflits à travers la coopération culturelle. Pour cela, elle a développé des exercices et des formations qu'elle souhaite diffuser auprès des acteurs et intermédiaires pivots de l'espace euro méditerranéen, ceux en rapport avec la jeunesse en particulier, afin de fournir des outils simples et reproductibles à ceux par qui le changement passera.
La richesse des sociétés européennes et méditerranéennes réside dans leur diversité culturelle, qui s'exprime au travers des nombreux groupes et communautés religieux, ethniques et culturels présents dans la région. La diversité culturelle et ethnique caractérise les sociétés européennes et méditerranéennes depuis des siècles, bien que, parfois, certains événements semblent contredire une telle idée. Dans ce contexte, le dialogue interculturel apparaît comme une approche essentielle pour combattre et surmonter les préjugés mutuels et empêcher que ne se réalise la prophétie de la « guerre des civilisations ». Si l'objectif du dialogue interculturel est de « vivre ensemble de façon pacifique et constructive dans un monde multiculturel et de développer le sentiment de former une communauté et d'être à sa place », il est clair qu'il ne peut être atteint que si chacun s'engage, les jeunes y compris.

La coopération euro-méditerranéenne entre l'Union européenne et les pays méditerranéens, officialisée dans la déclaration de Barcelone, souligne que « les échanges proposés aux jeunes devraient être un moyen de préparer les futures générations à une meilleure coopération entre les partenaires euro-méditerranéens ». Le programme de jeunesse Euromed a été proposé afin d'instaurer « un dialogue permanent entre les jeunes des vingt-sept partenaires euroméditerranéens, afin d'aider les jeunes à se comprendre […] et de contribuer au processus de démocratisation de la société civile ». Il va de soi qu'on ne saurait poursuive cet objectif sans mettre l'accent sur les droits de l'homme et l'apprentissage interculturel. De même, la participation des jeunes apparaît essentielle.
Le Partenariat dans le domaine de la jeunesse entre la Commission européenne et le Conseil de l'Europe reconnaît l'intérêt de l'éducation aux droits de l'homme et a notamment pour objectif spécifique de promouvoir la citoyenneté européenne, l'éducation aux droits de l'homme et le dialogue interculturel. Les activités menées jusqu'à présent dans le cadre du Partenariat confirment la possibilité et le besoin d'approfondir les pratiques de l'éducation aux droits de l'homme en les considérant comme une approche éducative valable et significative pour tous les partenaires au sein des projets Euromed. L'ouvrage REPERES, publié par le Conseil de l'Europe en plus de vingt langues, dont l'arabe, offre la possibilité d'élargir le champ d'application de l'éducation aux droits de l'homme et permet de toucher de nouveaux groupes cibles et de nouvelles organisations. Au sein du Conseil de l'Europe, cette démarche s'accompagne d'autres activités dans le domaine de la coopération sur les politiques de jeunesse et du dialogue interculturel, telles qu'un stage de formation interculturelle en langue arabe.

La Fondation euro-méditerranéenne Anna Lindh pour le dialogue entre les cultures ( www.euromedalex.org; www.1001actions.org) est la première institution conjointe créée et financée par les trente-sept membres du Partenariat euro-méditerranéen. Ce partenariat de grande envergure entre l'Union-européenne et ses partenaires de la région du sud de la Méditerranée a vu le jour lors de la conférence de Barcelone, en 1995. La déclaration adoptée à cette occasion préconise fortement la coopération régionale dans les domaines économique, social et culturel. Créée en 2004, la Fondation euro-méditerranéenne Anna Lindh pour le dialogue entre les cultures a pour mission de rapprocher les personnes et les organisations des deux rives de la Méditerranée. Le groupe visé en priorité par la Fondation Anna Lindh est celui de la jeunesse, et ses principaux objectifs sont de promouvoir une conception dynamique du dialogue entre les cultures par la mise en place d'une coopération entre les sociétés civiles dans les domaines de l'éducation, de la culture, de la science et de la communication.
Dans le cadre de ce projet, la Fondation Anna Lindh va distribuer les résultats de formations organisées précédemment sous la forme d'un court manuel constitué d'une mise en contexte théorique et historique suivie d'exercices pratiques, formulés en anglais, français et arabe et destinés à faciliter les tentatives de reproduction de bonnes pratiques en matière de résolution de conflits par la coopération culturelle.

La Fondation Anna Lindh et le Partenariat de la jeunesse reconnaissent que les programmes et les projets portant sur l'éducation aux droits de l'homme et le dialogue interculturel avec les jeunes ne pourront être envisagés que si les formateurs et les éducateurs oeuvrant au niveau national, dans les structures éducatives formelles et non formelles, se sentent capables de transmettre cet apprentissage à travers leur travail auprès des jeunes. Concernant le dialogue interculturel, les activités de formation doivent être interculturelles par nature, de même qu'elles doivent se fonder sur les droits de l'homme.
